Each of those terms is defined as follows: Misinformation is false or misleading content shared without harmful intent though the effects can be still harmful, e.g. when people share false information with friends and family in good faith. Disinformation is false or misleading content that is spread with an intention to deceive or secure economic or political gain and which may cause public harm. Information influence operation refers to coordinated efforts by either domestic or foreign actors to influence a target audience using a range of deceptive means, including suppressing independent information sources in combination with disinformation. Foreign interference in the information space often carried out as part of a broader hybrid operation, can be understood as coercive and deceptive efforts to disrupt the free formation and expression of individuals’ political will by a foreign state actor or its agents. The Code specifies the number of methods to combat Disinformation. The major social media platforms have apparently adopted it. I wonder whether some might think that some bits of the Fox News or CNN websites might sometimes be considered "Disinformation" as defined above.
While the EU Code is at present voluntary, it may become less (quote) voluntary (unquote) under a proposed new EU regulation whose intent is to protect media pluralism and independence, because there would be an oversight Board that would, among other things, monitor platforms compliance with self-regulatory initiatives, such as the Code mentioned below. Today ENISAs European Cybersecurity Skills Framework (ECSF) final version is out today (https://lnkd.in/eaZTeZ9C), 12 profiles identify decomposition view on cybersecurity roles, clarifying their content, and aligning with eCF roles model. It is not in competition with NIST NICE - but rather another practical perspective.
